Family Child Care Microenterprise Development Program for Refugees
Welcome! This program is designed to support Spanish- and English-speaking refugees who want to start their own home-based child care business.
In partnership with Early Learning Washington County and Community Action Child Care Resource & Referral, our goal is to increase the number of providers in early childhood care and expand access to culturally respectful child care options in our region.
The program is completely free for participants and is proudly sponsored by the Early Learning Washington County Hub (ELWC).
What we offer:
- Training in child care and small business
- Group training and individual training (coaching)s development
- Support with the licensing process
- Direct financial assistance to prepare your home
Who can participate?
This program is for people who:
- Have applied for financial asylum
- Are refugees, asylum seekers, or individuals under special immigration status.
- Have lived in the United States for 5 years or less
Please note: Refugees who have become U.S. citizens through naturalization are not eligible for this assistance.

What Happens After You Fill Out the Interest Form?
This full process may take up to one month, depending on your availability.

Step 1: Meet with a Program Specialist
We’ll schedule a one-on-one meeting with a Quality Improvement Specialist.
In this meeting, we will:- Talk about your goals
- Explain the program
- Collect the documents needed to join the program

Step 2: Get Accepted
You’ll receive an email letting you know if you’ve been accepted into the program.

Step 3: Join an Orientation
You’ll attend a short group or one-on-one session to learn more about how the program works.

Step 4: Sign the Program Agreement
You’ll sign a simple form to join the program officially.
